Slow-speed chase ends with pepper balls thrown near San Diego grocery store

A slow-speed chase that started in northern San Diego County ended in a Vons parking lot in Escondido after police used spike strips to stop the suspect's vehicle. The suspect was taken into custody after being exposed to pepper balls.
