Morning Report: RV Campers and City Clash

A lawyer has filed a motion saying the city isn’t complying with a previous settlement on how it would treat people living in their RV’s.
But now city leaders say they will file a legal action of their own to “correct this misinformation” contained in the lawyer’s filing.
Background: A previous legal settlement said city officials would offer people a space in a safe parking lot before issuing them tickets related to living in their RVs. A spokesperson for the city said officials are following that agreement.
But Anne Menasche, who represents people living in their RV’s, said the city is supposed to make sure safe parking is “reasonably” available, reports our Mariana Martínez Barba. Menasche says the safe parking options are too far away from people and only available for one night at a time, making them very difficult to use.
City officials say they put a safe parking lot exactly where homeless people had asked for one. They say it is “dishonest” to suggest otherwise.

National City Rejects New Fuel Station
“For generations, National City has simultaneously prospered and suffered as the industrial heart of San Diego County,” writes our Jim Hinch.
But on Tuesday, the City Council voted unanimously to reject a rail transfer station “that would have made the city a major hub for biofuels shipping,” Hinch writes.
Roughly, 13,800 barrels of biofuel would have moved through the hub each day on their way to local delivery trucks, which would have increased air pollution and traffic.
“We need to double down and clean up this neighborhood,” said one councilmember. “I don’t want this conversation to end here.”
North County Report: Poway Councilmember Blain Is Out
Last year this time, newly-elected Poway Councilmember Tony Blain was celebrating. Now, he’s on his way out of office, reports our Tigist Layne.
After controversy over Blain’s behavior and multiple felony charges, some 80 percent of voters in his district voted to recall him Tuesday night. On Wednesday, city officials announced that Blain had resigned effective immediately.
As you probably heard, Proposition 50 also passed on the statewide ballot — and that will have a big impact on representation in North County.
Republican Rep. Darrel Issa, of the 48th District, represents Poway, Santee and Lakeside, as well as other parts of North County. The new 48th District will bring in Vista and parts of Oceanside, while cutting out the other places.
