San Diego proposes new plant for Tijuana River sewage

San Diego County supervisors have proposed a new "capture and clean" plan to address the ongoing Tijuana sewage crisis. This initiative involves potentially building a second sewage treatment plant to intercept toxins flowing from Mexico before they reach the U.S. coastline. While an existing international plant expansion is expected to finish next year, officials are seeking local funds to take direct action against the decades-long environmental issue.
